Position Title: Program Manager - Federal Grants Management

Location: Remote
Employment Type: Full-Time

Position Overview:

The Program Manager provides oversight, planning, execution, and monitoring of federal grant programs at both the national and state levels. This position is responsible for ensuring alignment with program objectives, compliance with federal requirements, and the delivery of measurable outcomes. Key areas of focus include strategic oversight of grants such as LIHEAP, CSBG, CED, and AFI; coordination of cross-functional teams; and application of project management principles to guide large-scale initiatives. The Program Manager also ensures that program performance is continuously evaluated and improved in accordance with federal grant standards and stakeholder expectations.

Key Responsibilities:

  • Provide full life cycle oversight and strategic direction for multiple federal grant programs, such as LIHEAP, CSBG, CED, and AFI.
  • Serve as a primary liaison between federal agencies, state-level stakeholders, subgrantees, and internal project teams.
  • Lead and manage diverse teams to achieve program goals, resolve issues, and meet deliverables within budget and on schedule.
  • Apply project management methodologies to organize, execute, and monitor large-scale projects, aligning them with performance and compliance standards.
  • Develop program reports, dashboards, and presentations for government clients.
  • Monitor grant performance metrics and ensure alignment with federal and state policy frameworks.
  • Conduct risk assessments and establish mitigation strategies across program operations.
  • Utilize monitoring tools (such as TeamMate+) to track compliance, audit readiness, and performance outcomes.

Requirements

Required Qualifications:

Candidates must meet at least one of the following sets of requirements:

  • Five (5) years of experience applying project management certificate methodologies,
  • Five plus (5+) years of experience working with federal grants on a national scale or state level, for programs like LIHEAP, CSBG, CED, or AFI.
  • Bachelor's or graduate degree in management, public administration, or a related field

Preferred Qualifications:

  • Experience using TeamMate+ or similar monitoring platforms.
  • Familiarity with federal grants policy and audit frameworks.
  • Strong communication, stakeholder engagement, and negotiation skills.
  • Proficiency in MS Office, SharePoint, project management software (e.g., MS Project, Jira).

Travel:

  • Position may involve occasional travel to Federal or state offices, partner organizations, or federal agencies.
